If you are a landowner and someone has cut a tree from your property, you can bring a timber trespass action under ORS 105. The law provides for actual damages, plus attorney fees and costs, plus a multiple of 2-3 times the actual damages depending on whether the action was intentional or negligent. If this occurs in an urban area, tree valuation could be done according to aesthetic value, and interesting issues arise if a boundary tree is at issue.
